Experts visited the Yangpu Planning Exhibition Hall, where they listened to an introduction of relevant policies of the remanufacturing industry in DYEC (Danzhou-Yangpu Economic Circle) and details regarding the presence of the remanufacturing industry within the DYEC, and conducted on-site exchanges on issues such as industrial development and technological innovation. After the site tour, YIC (Yangpu International) held a symposium to discuss various topics such as the development status and relevant policies of the DYEC's remanufacturing industry. Li Huihui, Vice President of YIC, presided over the meeting, and relevant persons in charge from the Danzhou Municipal Bureau of Science, Industry and Information Technology, Yangpu Economic Development Zone Customs and other units were in attendance. At the symposium, Wang Qiwei affirmed the DYEC's active promotion of the development of the remanufacturing industry. He pointed out that the publication of the "Hainan Provincial '14th Five-Year Plan' Remanufacturing Industry Development Work Plan" demonstrates the promotion of green development within industry, and is also an important signal that Hainan is committed to the transformation and upgrading of traditional manufacturing industries. He said that the DYEC should seize this unprecedented opportunity for integrated development and capitalize on its advantages as a geographically strategic port supported by FTP policies to develop the remanufacturing industry for the "Belt and Road" and attract more global chain-enterprises, core enterprises and investment groups to the DYEC to invest and do business. Doing so will form a new point of growth and promote the opening and development of the DYEC. Li Huihui welcomed the arrival of the research team. She explained that since the release of the master plan for the Hainan Free Trade Port, the DYEC has attached great importance to planning and cultivating various new business formats such as bonded maintenance and remanufacturing. Yangpu's "14th Five-Year Plan" clearly states that in order to strengthen support for the development of the remanufacturing industry and individual remanufacturing enterprises, Yangpu should rely on comprehensive advantages such as strategic location and transportation links, FTP preferential tax policies and low tax rate system for value-added processing, while improving and strengthening customs and other relevant departments. The Hainan-based remanufacturing industry should focus on South-East Asia, expanding into the Indo-pacific market (which is a source of old parts and product sales) and strategically planning the large-scale and systematic development of the remanufacturing industry to create a world-class remanufacturing industry cluster development zone. At present, the DYEC has landed bonded maintenance and remanufacturing projects such as Shengzhuang Technology and JUSDA Energy Technology, further adding to the variety of business formats present within Yangpu Bonded Port Area and driving the development of upstream and downstream industries. China's Ministry of Commerce stated at a State Council press conference that it will draw up a negative list of goods and articles prohibited or restricted from import and export in the Hainan FTP to promote trade liberalization and facilitation. Goods and articles not on the list may be freely imported and exported according to law under customs supervision. Through the establishment of the import and export system management system of ‘free flow through the first line and strict control at the second line’, high-value old mechanical and electrical products such as automobile engines and parts, construction machinery and parts, medical equipment and parts can be more freely and conveniently distributed to all corners of the world following inspection, maintenance, processing and storage within the Hainan FTP. This gives full play to the 'first line free flow' policy advantage allowing free circulation within the region.
At the symposium, the two sides made it clear that in the future, they should fully rely on the policy advantages of the Hainan FTP, backed by the vast mainland market and the advantages offered by mature industries and parts supply system, to organize and attract more remanufacturing industry enterprises to the DYEC while planning the development and expansion of the global green mechanical and electrical product remanufacturing industry under the "raw materials and components to final product" model.
